Aspire JV awarded £1.1Bn MOD construction and support contract

A Carillion and KBR Joint Venture – Aspire Defence – has been awarded a construction and support services contract by UK Ministry of Defence worth over £1.1 billion.

The contract is designed to support the Army Basing Programme within the UK, providing facilities management support services with delivery across Salisbury Plain Training Area and at Aldershot.

The Army Basing Programme will see a series of unit moves and re-roles within the UK, and the return and resettlement of troops from Germany by 2019.

As part of the Aspire Defence Capital Works Joint Venture, KBR will design and Carillion will construct 130 new buildings, together with extensions and alterations to existing buildings and associated infrastructure.

Work is expected to start immediately with completion scheduled for 2020.

The Aspire Defence Services Joint Venture will also provide facilities management and maintenance for the assets to be constructed, as well as support for a variety of services including catering and cleaning to technical stores management and tailoring of uniforms, the provision of transport and administration support.

The contract covers an extension to Facilities Management and support for the Project Allenby/Connaught (PAC) scheme, a 35-year contract let by the UK Ministry of Defence to Aspire Defence Limited in 2006.

Project Allenby/Connaught is the largest infrastructure private finance initiative (PFI) contract ever let by the Ministry of Defence and will run until 2041. KBR and Carillion are responsible for managing the existing Army estates including providing a full range of hard and soft facilities management services, as well as overseeing the design, consent, demolition, new build, and refurbishment of garrison buildings for Project Allenby/Connaught.

The first wave of construction under this project was successfully completed in 2014 with a superior safety performance, one of the safest major construction projects in the UK.

Since contract signing in 2006, approximately 550 new and refurbished buildings have been completed to date, on time, safely and to budget in an eight-year programme, enhancing soldiers’ living and working accommodation at Tidworth, Perham Down, Bulford, Larkhill, Warminster and Aldershot.  Aspire Defence Services has been successfully delivering hard and soft facilities management and maintenance services under PAC for a decade.
