The Future Maritime Support Programme (FMSP) will underpin the success of the Royal Navy (RN) in supporting the Royal Navy’s Complex Warships, Submarines and Naval Bases, by providing all:
— Surface ships and submarine engineering support services,
— Submarine deep maintenance,
— Facilities management and other naval base services, and
— Maritime logistics services.
At the HM Naval Bases and associated Dockyards at Devonport, Clyde, Rosyth and Portsmouth.
The FMSP is a programme of work that will succeed and improve upon the MSDF contracts currently in place, commencing on 1.4.2020. FMSP will deliver additional transformational change, cost reductions, nd an improved service for the RN.
The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.The Authority has engaged Commerce Decisions Limited to run the Competition Site (AWARD®) to support the PQQ process. The Competition Site is available as an internet-based portal, providing access to relevant information controlled via login and permissions.
Operating instructions for the Competition Site are available on the Competition Site once login and permissions are issued. Potential Provider Entries must have self-registered on the Competition Site, through the open registration process to access the PQQ documents.
Potential Providers are invited to express their interest in this procurement by 12:00 noon on 30.11.2018, through the submission of a Pre-Qualification Questionnaire (PQQ) including execution of a Competition Process Agreement. To express an interest by responding to the PQQ, interested Potential Providers are to register at the following URL / web address;

The Authority will evaluate PQQ responses to arrive at a shortlist of Five (5) qualified Potential Providers to proceed to the next phase of competition, provided that there are sufficient Potential Providers who meet the minimum eligibility for each question.

Independent of this FMSP Project, the Authority has a possible future requirement for Warehousing and Distribution Optimisation (WDO) at UK sites not covered by this Contract Notice. Should the Authority elect to pursue this possible procurement, this will, in due course, be advertised in the appropriate way. The Contractor for scope covered by this Contract Notice would be required to integrate and collaborate with the Contractor(s) for the WDO Contract(s).
A Moderate Cyber Risk Profile (Reference RAR-SHE27A6A) applies to this contract. Potential providers will need to adhere to the control measures required by Defence Standard 05-138, in line with the Defence Cyber Protection Partnership Cyber Security Model (DPSS CSM). Details are outlined in the Defence Cyber Protection Partnership Cyber Security Model Industry Buyer and Supplier Guide. Potential providers will be required to complete a Supplier Assurance Questionnaire and there is an obligation on them to complete a Risk Assessment on all sub-contracts and ensure their supply chain implements the appropriate cyber controls appropriate to the Cyber Risk Profile.
