The purpose of this notice is to publish the Authority’s intention to extend the C17CSAE/0027 Provision of Parachute Equipment Support Contract.
The C-17 Command Support and Airborne Equipment (C17CSAE) team as part of the United Kingdom (UK) Ministry of Defence (MOD) has a requirement to extend the Provision of Parachute Equipment Support Contract reference number C17CSAE/0027 (‘the Contract) in order to maintain continuity of essential UK Armed Forces parachute packing services within the UK.
The Contract was originally awarded in 2018 to IrvinGQ Limited, a registered company within the UK, via competition under the Defence and Security Public Contracts Regulations (DSPCR) 2011.
The Contract provides UK Armed Forces parachute equipment packing and maintenance services in both the UK and the United States of America (USA). The Contract is due to expire on 31st March 2025 following the final contract extension option period.
In anticipation of the Contract expiry the UK and US service requirements were competed under separate Contract Notices [Notice references: 2023/S 000-030988 and 2022/S 000-022937]. The Invitation to Negotiate for the provision of UK services was cancelled on 11th September 2024 via publication of a Corrigendum Notice on the Find a Tender Service [Notice reference: 2024/S 000-029148] due to an absence of sufficient tenderers to ensure a genuine competition.
It has therefore been determined that, as a result of a failed competition to recompete the UK requirement, the UK service provision under the Contract can be extended under Regulation 16(d)(i)(aa) (the Negotiated Procedure Without Prior Publication of a Contract Notice) of DSPCR 2011. The regional USA service requirement has been competed separately and extension of those regional services post March 2025 is not required.
It is intended to extend the Contract by a maximum duration of two years. The anticipated value of the proposed extension is not expected to exceed ten million pounds (£10M).
