The latest Compliance Bulletin evaluates how effectively defence contractors are adhering to the regulations for reporting on non-competitive, or single source, defence contracts. These contracts, crucial to the UK’s defence procurement, require contractors to submit detailed information to both the Ministry of Defence (MOD) and the Single Source Regulations Office (SSRO) through the Defence Contract Analysis and Reporting System (DefCARS).

The reporting framework is a key aspect of ensuring value for money in defence spending. By providing regular, transparent data throughout the contract lifecycle, these submissions enable the MOD to make informed purchasing decisions and manage contracts efficiently, while also ensuring fair and reasonable pricing.

The SSRO’s Compliance Bulletin, covering the period from 1 May 2023 to 30 April 2024, sheds light on how well contractors are meeting their reporting obligations.

The findings indicate that while the majority of expected submissions are completed, there remains a need for improvement in the quality of initial submissions. Moreover, the MOD must ensure that it not only receives this information but also reviews and applies it effectively, with an emphasis on greater utilisation of data accessed via DefCARS.

We are committed to investing resources in helping all parties understand their obligations, how industry can best meet them, and how the MOD can consistently use the data to drive better outcomes.”
