The European Defence Agency (EDA) has met with cybersecurity organisations to discuss progress on a Memorandum of Understanding (MoU).

Cybersecurity organisations met with the EDA to discuss progress on the MoU, which aims to make it easier for the EU to create safer cyber environments. The agreement creates a framework whereby different agencies can create synergy to achieve cybersecurity in military and civil networks.

The organisations in attendance were:

  • European Union Agency for Cybersecurity (ENISA),
  • The European Union Agency for Law Enforcement Cooperation (Europol)
  • The Computer Emergency Response Team for the EU Institutions, Bodies and Agencies (CERT-EU).

The MoU came into effect in June of last year and since then changes have been made, including a continuous exchange of views on top cybersecurity aspects (including policy, technical, operational items), reciprocal participation to events and a better understanding by respective staff of how the four organisations can work together. The main goal of the MoU is to improve training and create a connected workforce.

At the time of the launch High Representative/Vice-President and Head of the European Defence Agency, Federica Mogherini said: “Cyberspace threats do not know of national borders. Cooperation among Member States but also at European level is therefore essential. Europe is stronger when it tackles threats together, in a common and coordinated approach. And this is exactly where this Memorandum of Understanding is key and where the added value of the European Union lies: working together, joining forces, putting the experiences and the knowledge of all at the service of our citizens’ security.”

As part of the cooperation, the four partners are planning to organise another major event in the second part of 2020. They also want to pay additional attention to improving incident response mechanisms and processes as well as increased joint participations at high visibility events in the Cybersecurity and Cyber Defence area.

The MoU focuses on five areas; information exchange, education and training, cooperation, and strategy and administration. The agreement aims to improve the work of the respective groups and avoid the duplication of efforts.
