BAE Systems Maritime – Naval Ships, (the Purchaser) seeks to procure, ?Structural Steel, Stockholding service?s and Shotblasting & Priming services? (Equipment) for the Royal Navy?s new Type 26 GCS (Global Combat Ship). It is anticipated that the T26 GCS class will consist of up to 8 ships.
This bulletin is intended to provide a brief overview of any procurement, and the initial mechanisms associated with any forthcoming ITT (Invitation to Tender). These mechanisms include submission of both an EOI (Expression of Interest) and PQQ (Pre-Qualification Questionnaire).
2. Scope
This potential Type 26 procurement is as outlined below.
Not just supply of Steel, also a Steel management service, as follows?
?Structural Steel Requirements?
Circa 3800 tonnes of Lloyds Register Steel per T26 ship, indicative details are tabled below, these required to BAE/T26 specifications.
We require tight tolerances on both for plate flatness and thickness control.
On flatness: We require Class S flatness on plates up to approx. 7.5mm thick.
Upper thicknesses would be specified as Class N flatness.
On thickness: We require a reduction of LR thickness tolerances, ideally with a topside limit of +0.3mm, to avoid risk of excess weight on ship.
?Stockholding services and Shotblasting & Priming services? – (Option)
Materials are required to be provisioned (supplied to BAE Glasgow yards) from an `ex-stock? (held in your works) basis.
You are to provide (purchase and accept delivery of) steel materials such that these are available as ?FINISHED `Black? Steel? (FBS! ), within your indoor stockholding area.
By FBS, this means you will have accepted delivery, carried out quality checks, managed any rejections (failure to adhere to BAE/T26 spec) and ensured re-supply.
You will hold this FBS for (nominally) 3 to 9 months or until such times as BAE issue a call-off instruction (COI).
Once the COI is issued, you are to `pick? the selected materials from your T26 Steel inventory of FBS, and `process? selected materials via `Shot-Blasting & Priming? (SB&P) materials through your treatment line as per BAE/T26 specifications.
The materials on each COI should be made available for transportation onwards to BAE Systems, Glasgow (Govan / Scotstoun) shipyards, within a maximum 2 weeks of COI.
The transportation (from your works to our delivery point in Glasgow) will be via a third party nominated by BAE, or via your own transport.
?Certification Management? ? (Option)
A certification management service is required, whereby you will retain, manage, maintain & provide copies of all Steel certification as required.
Other related information?
In providing this Steel delivery service, some IT integration may be required, as we seek to operate more efficiently through an integrated MRP Systems.
Whilst our T26 Programme is specifically referred, it is envisaged that the selected supplier, may also supply Steel materials and services for other active Naval Ships programmes.

Among that required will be Bulb Flats, Flat Bar, IPE beam, Angle bar and others
IPE Beam will be required to be profiled to form `T? Sections.
Your willingness to participate in tendering for this requirement is sought.
Purchaser reserves the right to place a contract with one or more contractors at our discretion.
The Purchaser reserves the right to change specifications and / or strategy, or cancel any procurement at no cost or risk to the Purchaser. Any submissions are entirely at the risk of the supplier.
3. Support Products and Support Services
Not Applicable to Structural Steel.
4. eTendering / EXOSTAR
The Purchaser uses an eSourcing toolkit to enable its sourcing activities to be conducted over the Internet.
Any organization wishing to engage in tender activities, including initial EOI and PQQ activities with the Purchaser must follow the following steps;
4.1 Registration via EXOSTAR source pass
To register on source pass, visit the Portal?s Login Page at and complete the online registration form. When registering your company, you should only select the `Supply Chain Platform & SourcePass? product (Please note, we will only be using the SourcePass tool and there is no charge for using this service) The entire process should take no more than 10 minutes and need only be completed once. Passwords are issued via email, normally within 2-3 working days.
4.2 Response to this EOI via email
Once you have registered on Source Pass and intend to submit an EOI for the described equipment you must send an email to; T26-procurement@baesystems.com
The email must contain the following details: your organisation?s name; your contact?s email address; your contact?s name, your contact?s telephone number and your organisation?! ?s Exostar ID number (EXO?)
Your EOI should be sent via email, addressed to the recipient stated and arrive no later than the deadline stated in the table below.
4.3 PQQ Down-Selection
In parallel to the EOI a Pre-Qualification Questionnaire (PQQ) will be launched in order to qualify organisations for any subsequent tendering process.
Organizations who have completed 4.2 within the timeframe stated below, will receive details of how to access the PQQ.
The PQQ response will be used to evaluate risk, capability, innovation and other factors (e.g. the potential for grouping and other strategic opportunities) that might influence the Type 26 procurement strategy.
Subsequent to assessment of PQQ responses, the Purchaser may down-select suppliers who will then receive an Invitation to Tender (ITT) pack.
Please note that all potential suppliers are being assessed solely on their responses to this PQQ through Exostar SourcePass; there is no other intervention. We strongly advise you to ensure that you allocate sufficient time and effort to fully answer the PQQ questions. Your responses to the PQQ questions will be the only information we use to select which suppliers will subsequently receive ITT packs.
5. Timeframes
Responses must be delivered in accordance with the table below. Any responses received after this date will not be considered.

6. Purchaser Commitment
The issue of this bulletin and your response to it neither creates nor implies any commitment by The Purchaser or the UK Ministry of Defence (MoD) to place a contract on, or enter into, any form of commitment with your organisation.
